Paige is a Shareholder in the firm’s Government and Regulatory Department. She specializes in representing clients in all aspects of land use law, including permitting, zoning and land use amendments, special districts, Developments of Regional Impact, development agreements, impact fees, and concurrency approvals.
Paige is Board Certified in City, County and Local Government Law. She returned to Rogers Towers in 2025 after spending 13 years working for the City of Jacksonville. While at the City, she spent most of her time as the Chief of Legislative Affairs in the Office of General Counsel, working directly with the City Council and its staff, the Jacksonville Planning Commission, the Charter Revision Commission, and the Jacksonville Waterways Commission. She has extensive experience in the legislative process, both in substantive and procedural matters.
Paige spent the last 3 years at the City in the Office of Ethics, Compliance and Oversight where she was the Office’s Ethics Attorney advising the Jacksonville Ethics Commission and City elected officials and employees on state and local ethics laws involving conflicts of interest, gifts, state financial disclosures and post-employment restrictions. She is also knowledgeable in procurement and budget processes and Sunshine and public records laws.
Paige is solution-oriented and collaborates with her clients, their development team and state and local staff and officials to meet her clients’ goals. Having worked for a local government for more than a decade, she understands the importance of building and maintaining relationships with the local officials and staff while best serving her clients.
