M. Hayden Phillips

Attorney

Professional Experience / Bio

Hayden is a member of the Rogers Towers Government and Regulatory Law and Real Estate Departments, specializing in land use law, governmental relations, and transactional real estate. He represents a diverse range of clients, including landowners, developers, builders, conservation organizations, businesses, and individuals in Jacksonville and beyond. His clients vary from national corporations undertaking large development projects to private individuals seeking guidance on zoning issues. By collaborating closely with clients and their consultants, Hayden offers comprehensive support throughout the development process.

In addition to having extensive experience in all types of land entitlements and approvals, Hayden is routinely involved in each stage of real estate transactions. These areas of practice include matters such as comprehensive plan amendments, rezonings, variances, regulatory permitting, right-of-way closures, parcel reconfigurations, easement agreements, and real estate conveyances. His expertise also covers state and local government lobbying, land use litigation, and negotiating development agreements between private and public entities.

Hayden has a huge appreciation for protected lands.  While that may seem counterintuitive to representing clients in developing real property, Hayden believes there is a balance to strike in every project—between inevitable growth and preserving natural spaces.
