As of today, Amendment 2, legalizing medical marijuana, is officially in effect. The Department of Health now must promulgate rules to implement Amendment 2 within 6 months from today and implement those rules within 9 months from today.
In a continuing trend while cities wait for the Department of Health to issue these rules, the City of Neptune Beach is considering an ordinance to place a temporary moratorium on the opening of new cannabis dispensing facilities and the expansion or relocation of existing cannabis dispensing facilities. The first reading and a public hearing will be held at tonight’s City Council Meeting at 6:00 p.m. The moratorium would expire on February 6, 2018, unless it is reduced or extended by the City Council.
